Gunsmithing Shims in new 700

Two paper shims in bottom metal to stock. HS P 5r.
What does this mean to me? My 5th and never seen this.

It means someone likely fitted your floormetal too deep so they did this to stand it off/away from the receiver so it'd work correctly.

I've had them NIB with paper thin washers under the trigger guard.
They were so thin it was a waste to install them

This rifle in 223 is “new”. I cleaned it up a bit and measured the chamber. Put it back with no paper bedding and am confident it will be just fine.
