Ship Ammo?

Hey all,

A friend of mine has some ammo he made and wants to ship to me. He is in Florida, I am in NY.

Is it legal for him to ship his ammo to me either UPS or US Mail? without going to an FFL? Does anyone do this and know a quick painless (legal) way?

UPS ground or fed ex ground marked "ORM-D". PO is a no go.

Just make sure that where you live in NY doesn't have any stupid rules.
