Shipping a post ban upper

To California. Will be shippied minus the bolt carrier. However upper has bayonet lug/gi contour barrel. Is this going go be an issue?

An upper isn’t a firearm. Ship it wherever you want

That is fully legal. The buyer can install in on a "featureless rifle" or on a pre-ban lower. However the barrel would have to be 16", or have a pinned and welded muzzle device that makes it 16". I live behind enemy lines and have no trouble buying uppers. WA state would probably be different, though.

It's totally legal. Lots of configurations where that is legal even in new rifles using fixed "non-removable" magazines.
