Should the action float?

I got in my new bell and carlson A5 and mounted it. when i was assembling the gun into the new stock the Bolt Housing/Chamber clearance is very snugg. I am new to the technical terminology of the gun parts so i may call it something wrong. i have put a picture of my gun and placed redline for the area where contact is very snug. i know the barrell is supose to float. my question is. should the stck make contact with the bolt housing/chamber, or should the only place where the bolt housing/chamber and barrell assembly make contact is on the aluminum bedding block?

This is my first remington 700 long range riffle and i plan to do some long range stuff going further and further as my gun gets better. I know that the frequency which the barrell and all that resonates plays part in accuracy at the target im thinking that the stock should have a clearance and not touch teh bolt housing/chaber for this reason. If im correct can somone give me a clearance measurement for the spacing i need to sand away so i can get this as good as it can be for a stock 700 SPS varmint .308 in a slightly fancy stock.

In a word, no.
Set the rifle upright on its butt pad, loosen the two action screws. snug them now and tighten to well snug, no force. Check again not going farther, just to well snug. Put it on its bipod and fold a dollar bill in half. Slide this bill under the barrel twards the action. It should slide to the recoil lug. Done, for now. Make sure the threads engage three turns or so. You can see the rear if it protrudes. You need to make sure the front screw does not foul the bolt lug. Shoot it,.
ETA; 60 inch lbs., there about, wet [ lightly] if you have that capability.
\ I have a quarter that says the fit is pretty good. Also make sure the face of the block which meets the recoil lug has no flashing or debris. There or anywhere else in there.
