Smoothening action

So I just picked up a new to me 1970s era Winchester Model 70. I like the rifle in every way, except the smoothness of action. It's quite rough and hangs up in some spots. Reminds me a little of a Remington 770. Is there anything that can be done to smoothen it? I'm not against sending it to a smith.
 
I'll try the numerous methods. Right now just working it with a little oil. Might try some flitz later. This is a hunting rifle and unlikely to see a lot of shooting compared to my target rifles.
