You dont see who shot at him/shot him, but whoever it was got surprised and/or literally was so shaken up they lost control of their weapon under recoil. The gasses from the muzzle of the first shot are towards the shooter and the 2nd is 4 feet up into the air.
The real question is, who was he after? And what would have happened to the guy hiding around that corner had he not been engaged and allowed to walk past him?
My guess is either the first shot fired at him hit him and he realized something was 'off' or he got hit while scurrying across the street utilizing literally the least amount of cover you could possibly use. I'm going to guess its the first shot from the shooter at 5 o clock, off screen, as he just decides to run and seems like all energy just leaks out of him until he hits the deck in the parking lot.
Honorable mention to the guy doing the video for being so calm, almost like this was just whatever. At least he wasn't some hysterical screaming bitch that deserved to be thrown out of the window.

I think that the shooter burned those two rounds into the wall aiming too high and to the left. You're seeing the dust spall spraying back from the impact. Shooter burned three rounds without really aiming before he started running.

Like I said, he was active duty for 18 months. That's barely enough time for basic, AIT, stationed at unit, and a couple ruck marches. He was booted out probably because he was a wackjob.
