Even if solar panels do reflect the amount of energy that the guy states without actual technical specs, all of the entire world's solar panels COMBINED onto one field in the Midwest would not be enough to affect weather patterns or anything else in nature to a discernable degree.
We have a long way to go before we have the ability to actually harness or alter all of nature's power. Our NUKES that we have been setting off since the 1940s, up to and including the Tsar Bomba, does not have lasting effects on the environment. Meanwhile, a single tornadic supercell thunderstorm in Oklahoma produces the energy of 1000 Hiroshima sized bombs per minute. So saying that solar panels reflect enough heat to alter weather would be the same as saying that sailing ships in the 1600s have somewhat changed wind patterns on the Earth due to the proliferation of sails being used. The opposing scales involved here are so enormous that it is impossible to even compute the effects one has on the other. Completely and utterly negligible.
