I was supposed to meet this guy and buy it today I told him I would take it 2-4 days ago. Now he is welching in the deal and selling to a coworker

That means you were not fully committed to purchase the rifle and there was a contingency still on the table.
Sorry, but him selling it to someone else at that point is still fair.
