Is there arca Swiss on the entire bottom of the hand guard? And would the xlr thumb rest screws fit in the drilled and tapped ones from the previous owner or would you need a different sized screws?

Yes it has the full length integrated ARCA rail. That is what I was told by the previous owner, it was drilled/tapped for the XLR hardware.
