So to get rid of a hornet nest, you take the chance of a forest fire? It must be a .gov program.
You're right, that could be used for nefarious purposes. I bet a well placed shot would turn that thing into a spectacular fire ball.

Somebody using something like that for nefarious purposes can also fill the spray canister with caustics or poisons such as HF, which would be truly a nightmare to anyone getting targeted.
Coworker showed me a video a while back featuring some guy in China who had armed a delivery drone with weighted blades that automatically position themselves to fall straight downwards when released from the drone in flight. By the end of their fall, the blades penetrated at least 1" into a hard wood table and they impacted the bullseyes drawn onto the table too. Would definitely penetrate a human skull if used for an insurgency. Basically a "dumb", miniature, and unguided version of the Hellfire ninja missile used by US forces in the Middle East to take out high profile terrorists.
