Soviet P/U scope servicing?

I have a 1891/30 P/U Sniper Rifle, but the scope has fogged up with some kinda oil/grease/wax they must use to seal the lenses. i understand this is a common problem with them.
Anybody know a skilled optics man that has experience with these and can clean it properly and reassemble? I would want it Nitro filled back too.
