Rifle Scopes Sphur 4616 mounting instructions?

I got a Sphur (my first) #4616 mount as part of a used scope deal. No wedge or instructions included. I've found instructions on how to mount the scope in the rings (torque value & order of bolts) but nothing on attaching the mount to the base.

Anybody know how much torque and if they should be done in a certain order?
