Short answer: Kowa and yes, you get what you pay for. But must also have realistic expectations or you'll be disappointed even with the best glass and format that money can buy.

IMO, every budget spotting scope I've looked through has been garbage and can't realistically perform past 400yds. If you're just trying to see/confirm POI then a camera system or gongs are probably a better value over cheap glass.
rumblefunk makes a good point about cameras.
Longshot cameras are a great option. Company rep spotted my wife’s shots out to 2K and have used my personal set out past 1800 with good success.
