Wc844 is military H335. Start at the H335 starting loads and work up.

Takes a long time (and lot of shooting) to use several hundred pounds of WC844. 
I use it at around 24gr for what you describe, but as above, start with the H335 data and work up.

Always start low and work up. You'll find your load between 24-26 grains. It's not that hard. Don't expect pulled bullets to be as accurate as non pulls.
The first time I used H335, I bought 150 pounds at $!,40 per pound! I also bought 10K pull-down 55 grain bullets at $18/thousand
The next 100 cost me $8.50 per pound. I always wished that I had bought more at $1.40!

The USGI data is loaded hot compared the standard reloading manuals. Work up to those loads.
I've had great luck with WC844/H335 going one grain under the military spec.
That's because the army knows exactly which chambers are in their rifles and machine guns and knows their ammo will be made by competent people. It's a coherent system, unlike the fubar mess of "custom" chambers and "reloaders" who may or may not have a clue.
My load is actually 26.5 with that bullet. Makes about 3050 out of a 16" barrel. Decent accuracy for a plinking load as well.
