Yes, Free floating is a must. There should be enough space in between the barrel and stock to allow a dollar bill folded in half to pass thru.
I would tighten the foward action screw first, and work my way back. (Do not torque any of the screws until all screws are hand tight!)
Wood, Fiberglass, or Synthetic without pillar bedding: 40"lbs
Wood, Fiberglass, or Synthetic with pillar bedding: 65"lbs

Hmmm, I'm not sure if Marlin and Savage use different torque specs, but I thought that Savage says to torque to 18 in lbs for their action screws.
