Suppressors Suppressor purchase forms

If I plan to purchase a suppressor from an online source and have it transferred to a local FFL which place would do all the ATF paperwork and hold it till approved? The original purchase place or the local shop?

Seller will handle form 3 paperwork to transfer to you dealer. Can ships to your dealer upon approval. Then your dealer holds can until form 4 transfer to you is approved.
