Taking possession of a new rifle build question

Did not really know where is the best place to post this question.
If a new rifle is custom built out of state can the new owner go to that state to take possession of it? Or must the rifle be sent to an FFL in the state that the person resides in to take possession of it?
Another words can a person make a firearms aquisition in another state if it is a new bolt action rifle?

Yes. You can just go to the other state, fill out the paperwork and take it home. You'll also pay sales tax there.

The only problem is with handguns. CA may have some issues with long guns but all the other states are good.

I think only if it is a neighboring state, when I sold guns at Dick's sporting goods here in Dallas we could sell long guns to people in bordering states only, could sell to someone in Oklahoma but not to someone from Kansas.

not necessarily, on all counts. it depends on the laws of the state in which one resides, as well as the laws of the state in which the build was completed.

here in maryland, ar-10's are considered "regulated" and therefore only certain firearm dealers can sell/transfer them.

however, in my home-of-record (tax-paying and driver's license) state of iowa, i can go buy anything (non-nfa) that i want, and bring it back to maryland and be 100% in compliance.

There is no way that you could come to CA, living out of state, and purchase any firearm.

They may even give you crap if you try to buy water, as they cannot seem to manage that well either.
