The opening line is very misleading

Its only if you read the entire article do you get a better idea of what happened. The above quote is probably all most people will read, and this part makes it sounds like white suspects can just order guns from Romania and they just pick them up when they arrive.

Here would be a more factual re-write

The suspect in the racist massacre told El Paso police he bought the gun from a gun store in the Dallas area after he passed a background check. The Dallas gun store most likely acquired the Romania made rifle from a US importer/distributor. Experts say guns imported from overseas are often cheaper than those from the U.S.
