Simple solution, both parents are equally responsible, with the judge or jury allowed to weigh the home situation. A prosecutor would have to show some level of neglect to apply. If it’s a split home the standard for neglect should automatically apply. Our society needs to disincentive split homes and encourage parents to stay together.

In other words. End welfare and any other incentive social hand outs.
Many of the illegals, DACA, are abusing these programs.
