One that is in a position of power that, quite frankly, in all other aspects probably could not make it in society if not for the institutionalizaton of the government. I saw this a lot as an LEO. You get "sub prime" personnel and put them in a position to "impose their will" on somebody and they have no limits as to what they will & will not do.
