Tony the 700 is an outstanding choice which I believe you will be extremely happy with. My advice is buy a 700 sps "VARMINT" and change the stock and trigger. If you need more specifics just PM me I will be glad to help. GOOD LUCK !!
Any additional info on what you intend to do with the rifle would probably make giving an answer easier, or at least some recommendations on which way to go.
if you have shot a lot in the past and know what you want specifically, then go custom. otherwise buy a 700 in caliber of your choice and upgrade as you figure out what you need/want. good luck.
I would look long and hard at purchasing a used custom bolt gun, many times you can find well cared for units built by many of the great smiths from around the US at a very attractive price in the for sale section.
