Seekins 'says' 15 IN LB to cover themselves for thin-walled scopes. NF should be able to take a setting toward the higher end of that range.
Also, on REM700 base screws, some factory stocked (H&S) rifles like 50-60 IN LB better than 65. When you shoot groups at different base torques sometimes there is a difference in group size, if so, keep the torque that makes that rifle happy (assuming all other variables are constant).
That is why I like a good dial torque wrench over the wrench that has just one torque setting.
