It would be with a scope which has true 1/4 MOA clicks.

I recommend, though, that you not think in clicks. Think in MOA. The turrets are doubtless numbered in MOA, so it would be up 9 MOA, plus 2 clicks.

But if you haven't calibrated the clicks, you might wish to.

Leupold M1 adjustments are usually closer to one quarter inch at one hundred yards than one quarter MOA.

So, remember that if you are checking what are supposed to be 1/4 MOA adjustments by boxing your scope at 100 yards each adjustment should move the point of impact .26". The first time I ever did a box test I thought there was something wrong with my scope.
