I dont know if this is just an issue with my eyes or not. Binoculars are new Steiner Tactical 10x42R. I adjusted the oculars according to the manual. I have the eyepieces extended fully. When I focus the actual image at a certain distance and focus my eyes clearly on that image, the reticle blurs. And similarly, if I focus my eyes on the reticle the image becomes blurry. Is this something that is inherent with reticle binoculars since the reticle is only in one eye?

I know I always had the same issue with Bushnell Fusions, I could never get my brain to focus on the image and at the same time read the display clearly. Perhaps I need to adjust the oculars differently?

I would not think you would be able to see both crystal clear at the same time since your eye can only focus on one thing.

Do you own any rifles scopes with reticles?
The image focusses on the lens with the reticle when the diopter is properly adjusted; both the image and the reticle are in focus because your eye focusses on the reticle plane.

Keep adjusting them and they should line up. I have the same pair and I'm very pleased with them. My wife however has issues with any optics as far as being able to get a clear reticle and target picture. Mine are ran all the way in if I recall correctly or close to it. I do not wear corrective lenses and have always had perfect vision. What eye are you dominate with? I know the reticle is on the right side so if you were left eye dominate it may cause an issue. That's just a guess however but I know that does play into the shooting with both eyes open deal that some can't do or have to train their eyes to do.
