It was a vast and extremely complex system that has suffered over 200 years of steady corruption and decline. Just like the Qing Dynasty around the same time. There was no way an imperial system of rule can be fixed in an era when democracies and republics are springing up all over the globe. A government that has left no provisions for a peaceful succession is bound to have extremist factions try to hijack it to fulfill their own agendas. Even without the Young Turks taking over the Ottoman sultanate and initiating one of the most heinous crimes against humanity, the sultanate still had a life expectancy of less than 3 years at most. It had allied itself with the losing side in the Great War and as the Central Powers went down in flames, it will be the final death blow to a system that had been on life support since the 1880's.
