It depends on which 175 gr bullet. For the vast majority of them, the answer is yes. I recommend getting Bryan Litz's second edition of Applied Ballistics for Long Range Shooting. It gives recommended twist rates for a variety of conditions. The answer is different at slower velocities at sea level (a 20" barrel could yield slightly lower velocities).
I recall reading somewhere that a 1:11.25 twist rate was mathematically the best for a 175. I'm trying to find where I read that. If I do I'll edit post.
