Im workin on a new project and im stumped on what kind of twist rate I should get on a 20" bartlein barrel. And im also wondering if i should add a surefire muzzle brake?

what bullets do you want to shoot? a 308 will work from a 14 to a 10 well but the most common is between 12 and 10.
Generaly a 10 will allow you the broadest range of projectiles to use but if only using up to 175gr an 11 twist will be fine. as for the surefire break it is up to you.

Im going to be shooting 155 lapuas, 178 hornadys, and 175 Fed. So im thinkin go with the 10?

Get you a 11 or 10 twist,you wont go wrong.Youll be able too shoot all the above mentioned bullets along with some heavier like 190smks or vlds,208 amax ,The surefire brake works and looks good.Ive never used any other.so there might be something better but i like the Surefire.

10 is great, find which of those three shoots the best in your rifle and go to work on it.

I would go 1:10 personally to shoot everything up to 210s (the longest you can probably use in the .308 case) but if you only plan on using the lightweight pills you mentioned 1:12 will serve you just fine.

I use 10s as they will shoot any bullet I would need and especially if you are going to run a can and subsonics but an 11 will work also and would be the slowest I would recommend for a .308.

a 10 twist you cant use the real light pills. the 12 you can use the lighter pills. the 11.25 i think thats what it is or the 11.5 with the 5r rifling will be super good for the 175 smk's

Ok so im going to go with a 1/10 twist rate. But do i get a 5r or 6r version. the only reason why i say this is because i stumbled across the Iron Brigade Armory XM3 and it has a 1/10 twist rate and a 6r. And IBA says that is get sub-minute groups at 1k.

Now how about a Hart barrel or a Bartlein Barrel? I know they are both excellent barrels but which barrel can give the extra "push" that can help the round down range @ 500yds-1000+yds?

If I were buying a top tier barrel I'd want it cut rifled. Bartlein makes cut rifled barrels.
