Me thinks you mean which powder is more or less dense compared to the other.
Varget density 0.0731
RL-15 Density 0.0706
So Varget is slightly more dense than RL-15.
Also depending on the burn rate chart you use, Varget is a tad faster, except when it is not.
Confused yet? Let's just say they are both very close in everything.

in case that is not what you were asking here is another answer ?
according to quickload the varget is a 1.5 % compressed load vs the load of 98.2% for RL 15
so you can get more RL 15 in than varget?
