People that fall into the category you and I are part of ARE the problem. It is impossible to get the herd to go in one direction, if they see someone else off to the side. Tendency is to go see what the ones away from the group are doing, which makes the herder have to lose focus on the group to figure out how to get you back into the collective. The way I see it lately, the problem is the solution if that makes sense.

What needs to happen is all those people standing around taking video need to be charged with failure to stop and render Aid. Since it involves police, make it a capital offense.
Someone needs to widely share the ID of the guy that posted that video. He needs to get the attention he deserves.

The police officially (and they are happy to mention it), don't have any obligation to protect the serfs.
(Just look at all the recent riots where the police left all the good people alone to face the murderous mobs and only came back later. In some cases, specifically to go after those that were forced to defend themselves).

Stop going for the "special animals" argument so wholeheartedly. The law should treat everyone equal, the fact that it doesn't is actually what is causing a huge amount of the problems in this country.
Compelling someone to do something for someone else without their consent or agreement or under threat.... well... NOT freedom.
I'm in no way saying you shouldn't be ready to assist or help your local Law Enforcement, if they need it, and ask for it and would appreciate it.
I would be be happy to offer my assistance if they needed it, just as I would to anyone else that I saw in danger and needing help.
But I will NOT tolerate being told that I have to do something, especially when I have to then assume all costs, liability and risk on myself (UNLIKE the police who have little of that to worry about).
If nobody will help them out of the kindness of their hearts, then "let's make another law" that we can brutally use to oppress folks is actually only going to make things twice as bad as then everybody will have a very good reason to make sure they saw nothing, heard nothing and weren't anywhere around.

We have a very large amount of "King's Men" in this country. Them and their actions are on display front and center almost every day.
You may also not be fully comprehending what that term refers to in current American political parlance.
It would be great if we were all equal citizens with one set of laws for everyone, enforced the same way, but if you think that's actually how things really work.... Nice to live in fantasy land there.
You might note I specifically pointed out the problem with the original persons idea, being that they wanted very clearly to make sure that the "Specially privileged" were "More equal" and "More protected" than the serfs, but that may have gone way over your head also.
I'm not sure what exact episode you are referring to, but it sounds like a hearsay alluding to the 1960s story of Kitty Genovese, which was sensationally reported and then only later was it admitted that the whole part about large numbers of witnesses doing nothing was pretty much "fake news" and the reporting had been sensationalized without any evidence to back up the lurid claims of masses of uncaring witnesses.
I guess you are probably of the TL/DR generation as if you had actually read up, you'd see that it was clearly stated that I would be glad to assist the police if they needed my help, in the same way I'd be happy to assist anyone else that needed help. I insisted however that it MUST be my free choice to decide to help and NOT some death threat from the government.
Especially like as just shown in New York, you can "do the right thing" and stop somebody who is violently raping a woman in public, in broad daylight and hold them for the police and then be comforted in knowing that they will be back out on the street in almost no time, free to commit more crimes and oh like has happened recently, go after those who tried to stop you or report you to the police...
