I solved the problem with the flappy scope cover that comes with the Vortex Razor HD. The coil spring doesn't put enough tension on the cap when opened. So I took it apart and got out the Dremel and cut a new notch for the spring. Now it holds the cap back with more force so it won't flip flop around.
