While I'm not sure how the old vangard actions were, I do know that the new ones are very nice. they have alot of featurs that you would have to go custom to get but I think the whole rifle is in the $400 range new so finding a used one and doing what you want shouldn't be a problem.

Well, Howa does sell the barreled action by itself. Not sure if you want it with a barrel. I've heard they have improved over the years but I am not really sure. The new ones are nice though.

I have a Howa 1500 in .308 mounted in a Mcmillan McHale stock..

The action is very good, I think my barrel deteriorated kind of quick.. The throat on my rifle was real long...

Right now, it's out getting a new Bartlein barrel and switching it over to .260..

I think it's a very good action for the money.. And I think Manners is making stocks for them that accept CDI bottom metal..

The Howa is a better choice than the Vanguard, it has slightly improved features and no nonsence.
The quality is excellent for the price, which is the same that could be said of the earlier ones years ago.
There is an ever increasing amount of after market parts.
I know of at least 2 mag systems, several stocks, chassis systems etc.
The actions make a great base for a custom rifle.
