Don't know about buying one without, but I won a pre-64 Mod 70 action without a bolt once. Someone had donated it at a match and I won it. Haven't done anything with it yet, but I've had it a long time.

most custom action makers use a PTG bolt so essientially you could buy a reciever body and buy a bolt from Kiff at a later date, just ask around.

I was thinking it would be a great way to do a budget build. Considering PTG already makes the bolts for a couple of the well known action makers. Just couldn't find anything online about receiver only sales. The dream would be to get a blemished receiver and grab a PTG. Though I don't imagine there is that much fallout from action manufacturers.

Be careful, there's more to this than just sticking a bolt into an action. There are closing cams, primary extraction cams, cocking cams, etc involved. Some actions have a closing cam on the bolt lugs, some on the lug faces in the receiver, extraction cams on the back of the bolt handle, etc, and all these must be timed properly to get an action the will cycle and operate properly.
