As Gunfighter mentioned above, when youre dealing with garbage, one well placed shot usually will make the rest turn and run. And carry extra mags, jsut in case.

Unless there is some consequence to the bad behavior of groups of people, there is little reason for them to stop or change their bad behavior. If word got out that Rastus and Leroy and twenty other people each got 2 years in prison for rioting, then perhaps those people would alter their behavior.
Interesting you don't see this where CCW is the norm, even at that after the first one the rest are free. Get the one with the mouth or the leader right from the gate, tends to take the starch out of the rest, real quick.
I think that bad behavior becomes exponential. Whether it is sex offenses, rioting, theft, drug dealing, really doesn't matter. What happens is that every first person who engages in antisocial activity either creates new victims that will engage in their behavior (such as sex offenders), or they teach the next generation that this is how people live. Those children that model antisocial behavior of others see what most of us see as antisocial behavior as "normal", so of course they will also learn to do those things.
150 years ago, if someone wanted to be a bum, or the town drunk, there usually wasn't a social network that would provide free food and a place to sleep. They would have to muck out stables, or do some other kind of menial work to earn a meal or earn the right to sleep in someone's barn at night after they earned enough to buy a bottle of booze.
Our "Great society" has taught people that they don't need to earn their place to stay or their next meal..they can bum it. And those people in turn teach other people how to be bums, deal drugs, become thieves, or sex offenders.
Hence, one makes two, two makes four, four makes 16 and on and on it goes. Then the question becomes how do we break that cycle while staying within the confines of the constitution and laws. If I were king, I believe I could solve much of the problem within 2 generations if I were to live that long.
Simply put, you either work, or you don't eat and don't get a free place to stay. Yes, it would be brutally hard on the first group of people who begin learning that the society will no longer support them, or tolerate their antisocial ways. I'm just not sure how to go about it while keeping within our laws and constitution. Laws can be changed, but changing the opinions and views of most of society takes time.
