it is still exploited. parishes in louisiana bust poor people for pot, and they get lengthy sentences for 3rd strikes, but the state prisons are full so the local parish jails are paid to house the prisoners for the state.
thing is, the state pays a lot, and state prisons are required to provide a lot of services to the inmates.
the local jails are not required to provide shit, so they take the money from the state, provide minimal services, and keep the rest as profit.
