What features are appealing to you? Prefits, changeable bolt heads, 60 degree throw, aw cut or aics cut? It’s really hard to go wrong with any of the big names, but they each have their own nuances.
Questions:
1) What's your budget?
2) Do you want to switch calibers/barrels in the field?
3) Do you want a 60-degree throw or a 90-degree throw?
4) What mags do you want to use?
And, out of curiosity, why a .308?

IM choosing .308 cause of suppressor its can be quiet then others.

Degree of throw is something to experience firsthand. It's just how much the bolt has to rotate so you can cycle it. The shorter the throw, the more torque you need to actually cycle the bolt, but I don't really notice a difference in effort.
I like the Curtis 60-degree throw, but if I were pressed, I'd recommend something like the Bighorn Origin or TL3, which is the normal 90 degrees. It presses a bunch of the "neat" buttons for me.
You won't go wrong w/ BigHorn/Origin by Zermatt, Defiance (any flavor Tenacity, Ruckus or Deviant), Impact, Lone Peak, Curtis and Terminus. On a more budget option you could get a cheap Tikka rifle and send to a gunsmith to be re-barreled (use as a donor action). I would personally stay away (for a number of reasons) from other stuff... just my $ 0.02
BAT and Defiance are top tier. Stiller’s are more affordable and very nice
308 is a good cartridge, but my suppressed 308's are not any quieter than other suppressed cartridges I've shot or heard shot. I would not let that be your deciding factor. I prefer the 90 degree bolt throws for ease of bolt lift, as well as mechanical ejection, but that is all personal preference.
After weeks of research I narrowed my search to Bighorn TL3, and Impact 737R.
Ended up with a TL3.
Prefit barrels.
Standard and magnum heads.
Control Feed.
Mechanical ejection.

I'm going to go with 6.5 Creedmoor instead
There are lots of good actions that will fit in most chassis system. Pick one you like and go with it. I did do a Rem700 build it was very accurate but the bolt throw was not good.
Budget is worth Performance
Nucleus Bolt Action Gen2 Or TL3
otherwise just basic rem 700 with combo carbon custom barrel. don't wanna have thread or alignment issues.
honestly had a savage FCP-10sr the bolt wasn't good. sold the gun after 300 rounds.
also wanna have something that switching barrels.... if wanted to shoot other ammo.
70-80 Degree of throw would be best for follow up shots
"Budget is worth performance" - hell yeah. That's my philosophy.
For an 80-degree throw, I would say go with the Nucleus. Personally, I'm a bit skeptical of a short bolt throw allowing for faster follow-up shots - I think the time difference between, say a 60° throw vs a 90 is marginal. Don't think you can go wrong with either action!

Figured it was out of the running.

Just want to make sure I have this straight, you need a 308 so its can be More quiet CauSe suppressor and 80 degree bolt throw for extra fast follow up shots?

I have defiance, stiller, terminus and kelbly and had Curtis. For 60 Degree the terminus is incredible. For 90 degree the defiance is a work of art, and for budget I believe the kelbly is a head of stiller. If It had to come down to just one it would probably be the terminus.

the origin is by and far the best "moderately priced" action on the market. I personally went with TL3 for the integral recoil lug but I believe IMPACT and BIGHORN make two of the best actions on the market right now. People will claim defiance is just as good but keep in mind they were almost 2 years behind both those action makers in producing tolerances tight enough to buy prefit barrels - something to consider
I have Lone Peak Razor TI, Defiance Deviant, and Bighorn TL3. The Lone peak is nice for sure. Doesn't blow my skirt up but does the job well. The Defiance(when clean) runs like its on ball bearings. When it gets dirty though slows down a bit and you have to stay on top of cleaning. The Bighorn/Zermatt has the best bolt lift of all of them, runs good when dirty and you can change the bolt heads when necessary. Lots of pre fits out there. I used to think that all of the people recommending TL3's where just biased or didn't have enough experience with other actions to say. After owning one my second TL3 is due in any day now. They are a great action and in my opinion one of the best values out there.
Man I think all actions have their advantages and dis advantages I was a Curtis custom guy through and through love the 60 degree throw. Tried an impact at a match and just ordered myself an impact. Best thing you can do is go to a match and ask people about their rifles and See if they’ll let you run the bolt or shoot it a bit
Second on the nucleus. As ive personaly drug one through some of the shittiest shooting conditions and never had a failure. Better than ankle deep chocolate soup mud. Continuous down pour. Rain hail and snow. All day. As well as the blowing desert sand and dust. Bolt has always closed and ive never left a case in the chamber.
I flipping love my bighorn TL3. It’s my first custom action, but I am really happy with the choice.

You said you want a 308 because it's quieter, which doesn't make sense unless you plan on shooting very heavy bullets that are subsonic. Is that your goal? What are you going to use this rifle for?
Hardly anyone in this site will recommend that caliber by the way.
