You can if you want. I do, I always find one or two that are a bit short per batch. I set those aside for "fouling loads". Once shot they will be the right length but I dont want to mix those with my normal loads.
I also uniform the primer pockets. I use Federal 215M primers and found they wont seat below flush until I use the uniformer.
All the new Lapua brass I have had did not need to be deburred.
