What is on the end of my barrel?

Set this little 22-250 up for my daughter, rifle might have a 150 rounds down it. Had the barrel threaded and a brake put on about 4 months ago and the first time I removed it was today.

Do I need to remove it.

edit*************soaked the muzzle in patch out for about an hour and then rubbed them off with a rag.
I’ve had a piece break off and accuracy go to hell and the deeper it gets the harder it is to remove.
It’s surprisingly not effecting accuracy normally.

My 6 creed with a muzzle brake builds up carbon pretty quick. I found the easiest method of removal is taking a normal dish sponge, applying some patch out and lightly scrubbing. No soaking required, but if anyone with more gunsmithing knowledge thinks this is a bad idea PLEASE let me know.
 
After several range trips, I get an interesting "tiny bubbly" black carbon buildup on my ASR Muzzle Brake that I use with my Chimera-300 can. Takes soaking in CLP and hard-scrubbing with a brush to remove it. No buildup when shooting through the brake unsuppressed.
