just wondering what picatinny rail i need im gonna use the sphur mounts and the scope im using is a nightforce benchrest 8x32

What gun? Spuhr makes mounts that attach directly to the rifle with no need for a picatinny rail.

as long as you don't have some gun you made in your garage, there probably is a base for it. Ask yourself how far do you plan on shooting, then you can choose your cant depending you how much elev your scope has and the load you shoot. Spuhr has rifle specific models and picatinny mounts.

im just worried about the scope clearing the barrel the sphur mount looks very low

Check out the LaRue mount for the 700

I believe it is ai, trg, and picatinny. So you will need at pic rail. Personally I prefer seekins.

You will need a picatinny rail for the Remington 700.
We make basicly 3 heights 1" (separate rings) 1,18" and 1,46" unimounts.
