For an elk at 1000 yds (let's forget ethics for a moment), one of the toughest game animals in NA, you want a cartridge that shoots flat, bucks wind AND delivers downrange energy. The *minimum* caliber I'd recommend would be 300WM shooting 200 AB's.
To be on the safe side though, you're solidly into 30-378, 300 Hulk, 300NM, 338LM, 338 Edge, 338NM territory.
The only one of those your Tikka will feed from the magazine is 300WM and will require a modification to the bolt stop.
Although the 7mm's are certainly impressive ballistically, I like heavy bullets when it comes to shooting living things.
But go get you some BOTW videos.... those boys shoot a lot of 7mm. Of course I'm pretty certain they don't show you the one's that run off.
