Nope, don't even have to be convicted of a crime yet the way I understand it. Can be absolved of anything that happened up to the date he checks out of office. Bush gave pardons to people "for crimes they did or may have committed under his administration" or to that effect. I think it had to do with waterboarding?

I could be wrong but I think that's how it played out. Maybe it was just a threat though, it's been a long time.

I dont see how he can. Mr. Rittenhouse has not been charged with any federal crimes. President can only pardon federal crimes. Any pardon would have to be by the governor of IL since it is state charges against the young man. I think he should pardon Flynn.
