Rifle Scopes Who makes this ring accessory?

HAve no idea what exact model that is but there are similar types around.
Spuhr makes a similar version to mount a Laser device, and i think they have one for the Hensoldt NV scopes.
ERA TAC has similar attachment for they're mount although lower.
Badger makes for they're rings.
etc.

"These are a US Government contract overrun, only a few available. The Mini Rail is designed to allow..." Are these the ones Badger made, then?
I believe Damage Industries is a full service shop that manufactures components for customers through out the industry so my guess is this is a Damage Industries product but I don't know if it's marketed by anyone else.
