Barrel length does not matter in this case. You will be marginally stable under 1100 FPS , at sea level and 59 degree temperature.
At higher altitudes and higher temperatures will improve stability.

I shoot a 170 and 180 gr. round nose at 1040 fps out of my 1:12 LTR and it is stable at 100 yds.I have not shot it on paper past 125 yds so I can't tell when it looses stability and starts to tumble. I am at 100 ' ASL

24" 5R surely will not stabilize 210 Berger BTLRs. They hit the paper sideways. But did fine on 175 SMKs. FWIW.
