Short answer is no it won’t affect accuracy.
You don't re-time the bolt after the handle is welded on it's timed before and during the welding process. To do this right the guy doing the welding needs the bolt, the new handle, and the receiver.

Thanks. The rifle is pretty accurate now (100 = 1/2 with the right ammo), and the last thing I want is to make a semi cosmetic change and have it screw up the groups.
