Win model 70 1967 SN

Looking for any history on a Winchester Model 70 1967 serial number 86xxxx that has 308 clip cut and heavy barrel. drilled and tapped for receiver scope mounts; no provision for sights.

Here's a couple pix's. Target stock does not appear to be correct however I could be wrong. Pix 1 shows action. 2nd details of the factory clip cut for 308 Win.

Heres a post that may add confusion rather than clarity. Does it have a heavy barrel.. I am not an expert, but like old model 70's
Could be a target/match rifle, or like stated below one that was modified by a gunsmith.

Heavy Target Barrel. clearly marked Winchester model 70 308 Win. clip slot is factory done - finish appears to be unaltered. I looked up serial number - definitely 1967.
