Your question is almost impossible to to answer since you didn't specify your intentions (hunting, paper punching, etc) and there's pros and cons to each one for any situation.

I have a Win 70 Extreme Weather in .30-06 that has produced consistent 3-shot groups of 0.5-0.75" at 100 yds...no FTFs or FTEs.

I have a R700 SPS SS in .308 that produces 0.5" 3-shot groups and an SPS-Varmint, also in .308, that produces 0.2-0.35" groups. Neither has ever missed a beat.

I think the Win 70s are better finished and come with better stocks...but I've voted 3:1 for Remmys to date (I also have a R700 in .25-06). I'm very pleased with all 4, as well as my Savage 116 in .30-06 that produces 0.5-0.6" groups, all with handloads, and FGMM in the 4 .30 cals.

Both rifle actions are on par. I prefer controlled round feed Winchesters personally, but Rem700s are great too. What do you like better?

Caliber wise, I'd argue that while the accuracy of 3006 is great, 308 has better accuracy potential (by a little). However, 3006 ballistics can be far superior to 308 when loaded accordingly.

For a beginner to start target shooting, I think 308 is the choice.

M70 all the way, especially if it is one of the current production CRF models. I have been impressed with the quality of the FN made rifles.

I really prefer flat bottom, integral lug, CRF actions. General consensus would put the CRF action ahead of push feed for reliability but accuracy is debatable. There is really not enough evidence to point out one being more accurate than the other.

Target shooting is what ill use it for, for 100-600ish yards

The 308 will have some advantages in reloading, less recoil, etc. The Remington 700 will be easier to find aftermarket parts for it.

My next to builds are both going to be M70, though. Flat bottom action, integral recoil lug, etc. 7WSM and 325WSM.
