In that price range check out the La Crosse Anemometer, it can usually be found in the $40-$50 range pretty easily. It reads temperature, wind chill, current/max/average windspeed. Reviews are pretty positive as well on this unit.

You could also check out the Caldwell Wind Wizard but I don't know much about this particular unit.
