It looks like the slope of the ground just in front of the berm has a slight upward slope to it.
It is usually possible to dig that area and flatten it out. put the dirt on top of berm which helps, but the biggest plus is to lower the targets.
If you can get them a foot and a half lower,, you just raised the berm that much.
Just have the target area so it still drains, so the targets aren't sitting in a frog pond.
