Absolutely. No one under 18 should take possession of their weapon until their 18th birthday, at which time they "shall" be issued their full boogie, select fire M4.

Upon reaching their 21st birthday they shall have the option to enter the community lease on an M1 Abrams, providing they have completed the requisite training by senior lease holders. They shall become eligable for tank training on their 18th birthday.
