I build a nice, but not fancy Aero M5-based AR10 in 6.5 CM a few months ago and spent significantly more than $1,300. Including shipping and taxes, well over $2k. Either I'm not that great at shopping or pricing has gone up. Here is a parts list with pricing for reference:

Finding parts wasn't easy, but it also wasn't impossible. It took a couple months to get everything together.

Any interest in a M&P 10 in 308 (not the cheaper built sport version) ?
It's brand new, unfired. Nice ambidextrous controls built in. Only thing it doesn't have is the threaded barrel. I got it with the unthreaded version since it was a heavier profile than their threaded pencil barrels, but had a custom Witt Machine clamp on muzzle brake made for it.

I am second owner of a rattle-canned & gently used Rock River LAR-8 that would come in well under your budget. Would include the ACOG TA55 mounted on it for a couple hundred over what that optic sells for new. Sent it back to RR for them to install a free float rail and agb (SLR I think). Runs great with my TBAC Ultra 7. Only reason I’m thinking about selling it is I ran across a great deal on a new LWRC REPR and probly should recoup some of that cost. Shoot me a pm if interested. Here’s a pic before I had the free float rail installed....I still have the Magpul MOE forend, fsb and crappy bipod that came with it too.

Your BCG and stock are way more $$$ than what I used. I also got the lowers for $100 during sales. But I agree it does take time and effort to round up everything.

I can get pics tomorrow after hockey, approximately 12 noon est.

I'd say no more than 500 rounds. I've had for almost 2 years and never shoot it.
