Somewhere I read that the XM ammo (eg: XM855 versus M855) was ammo that was out of military spec so it's dumped on the civilian market. Can anyone confirm or deny this?

Negative. Wherever you read that was mis-informed and spreading fake news.
Federal XM-855 and XM-193 ammo is the same as NATO/military spec. They cannot sell actual "M-855" and "M-193" directly to the public due to assorted government regulations. All ammo that is produced for the military, but after testing is determined out of spec due to velocity, pressure, temperature sensitivity issues, etc, is "demilitarized" or "demilled" by disassembling all the cartridges in that lot. Hence, why you have resellers of "pulled" or "demilled" projectiles, WC842, WC844, WC846, WC857, WC860, etc powders.

I thought it was an odd statement. Many thanks for the information. And I've long wondered how there were so many pulled projectiles, cases, and powder.
